About the ministry
The Ministry of Science and Higher Education of the Russian Federation (Minobrnauki of Russia) is a federal executive body.
The Ministry determines and implements national policy and legal regulations in the field of higher education, scientific, scientific-technical and innovation activities, the development of federal science and high technology centers.
The Ministry was established on May 15, 2018 in accordance with the Executive Order of the President of the Russian Federation “On the structure of federal executive bodies”. It was formed as a result of the division of the Ministry of education and Science of the Russian Federation into two agencies: the Ministry of Education of the Russian Federation and the Ministry of Science and higher education of the Russian Federation, to which the powers of the Federal Agency for Scientific Organizations of Russia were transferred.
The "Regulation of the Ministry of Science and Higher Education of the Russian Federation”, which defines the competences and functions of the Ministry, was approved at the meeting of the Russian Government on June 18, 2018.
The head of the Ministry is Valery Falkov.
