About the Ministry

The Ministry of Science and Higher Education of the Russian Federation (Minobrnauki) is a federal executive body.

The Ministry defines and implements state policy and legal regulation in the sphere of higher education, scientific, scientific-technical and innovation activities, development of federal centres of science and high technologies.

The Ministry of Education and Science of the Russian Federation was established on 15 May 2018 in accordance with the Decree of the President of the Russian Federation ‘On the structure of federal executive bodies’. It was formed as a result of the division of the Ministry of Education and Science of the Russian Federation into two agencies - the Ministry of Education of the Russian Federation and the Ministry of Science and Higher Education of the Russian Federation, to which the powers of the Federal Agency of Scientific Organisations of Russia were transferred.

The ‘Regulations on the Ministry of Science and Higher Education of the Russian Federation’, which defined the powers and functions of the Ministry, was approved on 18 June 2018 at a meeting of the Russian Government.

The current head of the Ministry is Valery Falkov.
